| The
Protem Committee comprising three leaders from PUBDREU and
four leaders from PUBSU, realizing the difficult task ahead
pool their experiences and resources together and set the
motion to form UPAGE.
The
Constitution was already registered. The structure was to
have six branches – holding company and the five subsidiaries.
The Branch elections that were to be conducted covers a
wide area across the island. The seven leaders decided to
mobilize their ex-Exco members. The meeting was called and
the procedures for the branch election took shape. Sensible
thinking and fairplay ruled the day when deciding on the
quantum and scope of representation for the branches.
Within
the span of two months, that is from April to June 1996,
the branch elections were completed and Branch leaders appointed.
On
the 18 July 1996, a pre-conference was held at the Beaufort
hotel, Sentosa. The agenda for the conference was to ensure
the smooth running for the inaugural Delegates Conference
where the assembly of the Executive Council and the election
of the top leaders would take place. A pragmatic approach
taken by all present at this conference resulted in a consensus
decision that there would be no contest for all posts in
the Executive Council.
On
1st August 1996, the Inaugural Delegates Conference of UPAGE
was held at the Hyatt Hotel. The Guest of Honour was the
Secretary General of NTUC Mr Lim Boon Heng.
